Here's a story from Boing Boing about a inventor submission style website where people can enter their wild ass ideas. The catch is that you don't have to fear that someone will steal it, because everyone involved has a financial stake in turning in violators. If you find someone infringing and they are brought to court, the person that found the infrigement splits the proceeds. I'm assuming this is to make it cheaper to license ideas than to steal them, and to use the open source philosophy of many eyes to catch the violators. Interesting idea. Will it fly? Who knows? It's less crazy than many of the ones up there right now.
